       大家都知道韩国跟日本是较大的半导体商会，作为二手机械设备的进口商，尤其是中国境内的外资企业，一旦确定进口某台二手设备，应该首先明确该设备的实际情况，也是设备能够获得批准的前提条件，如：该设备中国海关是否允许进口？该设备附属配件等是否符合中国大陆法规？该设备的设计是否属合中国的设计标准？了解设备的同时，还应该知道，国外二手设备进口到中国大陆，主要需要经过五步，上海进口报关提醒第一步就是向中出入境检验检疫局（CIQ）申请《进口二手机电产品装运前预检 备案书》，这是进口的先决条件，获取该预备案证书后，第二步就是向中国检验认证（集团）中国香港有限公司(CCICHongkong)申请装运前检验，获取《进口二手机电产品装运前检验证书》；第三步向国家商务部或地方外经贸机电办申请并取得《进口许可证》或《自动进口许可证；第四步就是报检，拿《入境货物通关单》；第五步即报关。
当然，如果作为进口方，那么对进口所需要花费的资金和周期也是首先需要考察的。报关报检的周期较短，费用和货值等因素有关，此处忽略不讲；

一、进口旧机电产品备案国家相关指令：

根据国家质检总局37、53号令及相关文件的要求，进口旧机电产品的检验监督管理工作包括备案、装运前检验、到货检验、监督管理四个环节。进口旧机电备案是工作程序中的第一步，自2003年5月1日起，进口旧机电产品需要备案，收货人或其代理人向直属检验检疫局提出申请，由国家质检总局或直属检验检疫局按规定进行审核，办理备案手续，签发相关证书，具体规定见相关文件（见附件1）。

二、关于进口旧机电产品备案申请办理手续的说明

申请程序具体分为申请、受理、审批、发证四个环节。申请人在取得相关备案证书前，不要将货物拆卸、包装和发运，以避免造成不必要的损失。

三、关于进口旧机电产品备案申请的范围和办理机构

根据国家质检总局规定，列入《实施备案的进口旧机电产品目录》的进口旧机电产品需要申请备案，进口旧机电产品的备案申请统一由省局受理，已明确使用地的，由使用地省局受理；未明确使用地的，由入境口岸所在地省局受理。办理工作分两级，分别在国家质检总局和省局办理。

四、进口旧机电产品备案须提供的资料及相关要求

（一）、申请必须提供的材料为1-3项：

1、进口旧机电产品备案申请书（在网上填写）。特别提醒贸易方式中入境维修复出口是指国外制造的机电产品到国内维修后再出口的情况，对于中国制造的产品退回原单位维修的贸易方式请选择出口退货。

2、申请人、收货人、发货人营业执照或者注册登记文件（复印件）。外文的需要提供翻译件，请扫描至网上，要求图文清晰。

3、 进口旧机电产品清单（包括以下项目：名称、编码、数量、规格型号、产地、制造日期、制造商、新旧状态、价格、用途。在网上填写。）

一：二手半导体设备种类比较多，根据不同原料不同用途品牌规格不同，因二手半导体设备是国家鼓励的项目，所以大部分品牌的半导体设备都是0%关税的，只有17%的增值税。

二：《装运期检验检疫备案证书》是进口旧机电产品备案是在产品进口前采取的一项管理措施，是一种事前审批。自2015年北京商务部公布取消备案行政审批并不意味着淡化对进口旧机电质量安全管理，需加强事中事后监 管。为**进口旧机电产品的质量安全，促进产业结构调整和升级、优化，加强对进口旧机电产品的检验监管，总局启动了《*人民共和国进出口商品检验法实施 条例》*二十二条*二款及*五十一条*三款涉及进口旧机电产品备案条文的修改；发布了《质检总局关于调整进口旧机电产品检验监管的公告》。公告明确告知行 政相对人，取消进口旧机电产品备案行政审批，明确进口旧机电产品的检验监管由装运前检验环节开始，具体包括装运前检验、口岸查验、目的地检验及监管三个环 节。

三：二手旧半导体设备进口报关报检注意事项

1、旧半导体设备铭牌保持清晰可见，海关主要是查验时主要是看设备铭牌。根据我司操作经验，发现很多设备铭牌上信息与资料信息不一致，导致海关查验不通过；

四：二手旧半导体设备进口流程：进口前确定贸易条款——国内系统审批——海外装运期检验检疫——机电证（根据不同设备HS编码确定是否需要）——发货国内港口清关——进口商属地商检调离检验——使用或是销售。
